  1. Received a refund. Had to go through PayPal in order to get the refund. I cancelled the order since I already had this book under a different title. Annals of Congress is the same as Debates and Proceedings of Congress, by the way. In addition, these Volumes are not correctly "volumes." Look up the downloads to find each real volume picks up from the last page of the proceeding volume. These being sold are only extended paginations of Volume 1. Vol. 2 is but Vol. 1 with more pages.
